Chief Manager - Financial System Development

This is a senior leadership role within the Financial System Development Department. The position plays an important part in supporting financial inclusion and helping the Bank promote fair, accessible and sustainable economic growth. The role involves developing policies and managing various projects of the Reserve Bank aimed at improving access to financial services, protect financial consumers, and support the Bank’s digital development work.

Key responsibilities:

• Lead, supervise and monitor the financial inclusion operations.
• Focal point for the implementation and review of the National Financial Inclusion Strategy.
• Promote the development of financial infrastructure and markets e.g. digital financial services, payment system.
• Promote opportunities for financial sector diversification and innovation e.g. Managing the Regulatory Sandbox framework, inclusive green finance.
• Develop and supervise the implementation of policies for financial consumer protection.
• Coordinate and engage with stakeholders in the Government, private sector and international development partners and counterparts.

To be eligible for this position, the applicant must meet the following:

• A Bachelor’s degree with more than 5 years of work experience in financial institutions or closely related fields. A Master’s degree in a related field from a recognized institution with 2 years relevant working experience will be an advantage;
• Strong analytical and research skills
• Experience in project management and policy development
• Good understanding of financial system, market structures, development / financial access challenges and anti-money laundering requirements
• Excellent networking skills with written and oral communication skills in English, including report writing and high level of computer literacy.
