Chief Manager – Risk and Communications

This is a senior leadership role responsible for leading the NRBT’s risk management, compliance, and corporate communications functions. The position involves directing the operations of the Risk, Compliance and Communication Department to ensure that institutional risks are efficiently identified, assessed and mitigated, regulatory and policy obligations are met, and the Bank’s engagement with stakeholders is clear, timely and consistent. The role also supports governance frameworks and promotes a culture of compliance and accountability across the Bank.

Key responsibilities:

• Lead the Bank’s risk management and compliance functions to ensure risks are effectively identified, assessed and managed.
• Support risk governance frameworks and ensure that management actions arising from audits, reviews and regulatory assessments are tracked and resolved.
• Implement compliance programs to ensure adherence to laws, regulations and internal policies.
• Oversee corporate communications, public relations and stakeholder engagement.
• Manage the Unit’s planning, reporting, budgeting and staff development to ensure effective operations.

To be eligible for this position, the applicant must meet the following:

• A Bachelor’s degree with more than 5 years of work experience in Accounting, Auditing, Finance or closely related fields. A Master’s degree in a related field from a recognized institution with 2 years relevant working experience will be an advantage;
• Experience in managing and leading teams with a strong practical understanding of Risk, Compliance and Communications.
• Demonstrated experience in central banking and public policy work in the Pacific are desirable.
• Strong English and Tongan communication skills in both written and oral communication, including report writing.
