The National Reserve Bank of Tonga invites stakeholders and the public to review and provide feedback on the Payment System and Services Bill 2025.

The Bill provides the legal basis for digital and new payment and settlement systems in real time covering:

  1. Powers and Duties of the Reserve Bank
    1. The powers and responsibilities of the NRBT are defined, expanding on what is provided for in Section 43A of the NRBT Act.
    2. A National Payment System (NPS) Advisory Committee may also be established to advise the Reserve Bank of the oversight and regulation of the NPS.
  2. Licensing and Oversight
    1. Universal access to new innovative payment services
    2. Regulate new innovative payment service providers
  3. Protection of Participants and Customers –
    1. Requirements for clearing and settlement to include finality of payments upon entering the system, and collateral for payment and system obligation to protect the system against insolvency of the members.
    2. The Reserve Bank shall also issue Prudential Standards on segregation and protection of deposits.
    3. Safeguard consumer data and privacy.
  4. Requirements for the issuance of electronic money such as valuation, uses, and subsequent reporting.
  5. Power to impose administrative penalties and other remedies to support enforcement powers.
